In short
The self-employment route covers freelancers, professionals, company directors and entrepreneurs who intend to work for themselves in Italy. It is subject to an annual quota — 650 entries for 2027, the smallest of all — which makes timing the main constraint. The requirements are checked before the visa, not after arrival.
What it covers, and what it does not
The route is for people who will work on their own account: regulated and unregulated professionals, directors of Italian companies, entrepreneurs establishing or running a business.
It is not a route for working remotely for clients abroad — that is the digital nomad route, which sits outside the quota system and is usually preferable where it applies. It is also not a route for taking employment with an Italian company, which is a different procedure.
Choosing between these three is the first decision, and getting it wrong means discovering months later that the permit does not support what you are actually doing.
The quota is the real constraint
Unlike the investor or digital nomad routes, self-employment falls within the annual quotas of the Decreto Flussi. For 2027 the allocation is 650 entries — by a wide margin the smallest category.
That has a planning consequence: the window matters more than the paperwork. Applications are prepared during the pre-filing period opening 23 October 2026, 9:00 and submitted on the relevant click day. A file that is not ready when the window opens has nothing to submit.
If your activity could plausibly fit the digital nomad route or, for larger projects, the investor route, it is worth examining those first precisely because they are not quota-bound.
What has to be in place before you apply
This is where the route differs most from what applicants expect. Much of the groundwork has to be done in Italy before the visa is requested, by someone acting on your behalf.
- Evidence that the activity is lawful and that any required authorisation, licence or professional registration can be obtained.
- A declaration from the competent body that there are no obstacles to issuing the authorisation.
- Financial resources above the threshold set for the activity.
- Suitable accommodation in Italy.
- For company directors or shareholders: documentation of the company, its activity and your role.
- Evidence of income sufficient for your maintenance, from the previous period.
The parts that are not immigration
Setting up a business in Italy involves a notary for incorporation, an accountant for the tax number and the fiscal set-up, and in regulated activities a professional body. None of these is immigration work and we do not do it.
We do coordinate it, because the sequence is unforgiving: the immigration file depends on documents that only exist once the Italian side is under way, and the Italian side depends on timing that only the immigration calendar determines. We work with accountants and notaries and keep the two on one timeline.
Tax is a separate question again, and an important one for this audience: regimes applying to people who move their residence to Italy can change the economics of the move substantially. It is the accountant's field, and worth addressing before the arrival date is set.
After arrival
The residence permit is applied for within 8 working days of entry. Alongside it come the tax code, VAT registration where applicable, social security enrolment and municipal registration.
Renewal depends on the activity actually having been carried on and having produced income. A permit obtained on a plan that was never implemented does not survive the first renewal, and that is the point at which many such cases fail.
